What Surah Ar-Ra'd is about
Surah Ar-Ra'd, The Thunder, is the thirteenth surah of the Quran and has 43 verses. It takes its name from verse 13, which says the thunder glorifies Allah with His praise, as do the angels in awe of Him. It is listed on this site as Medinan, but scholars have long differed on this; many classify it as Meccan, and its style and subjects are close to the surahs around it. It falls entirely within the thirteenth juz.
The surah opens with the letters Alif, Lam, Mim, Ra and the statement that what has been revealed is the truth, though most people do not believe (verse 1). Verses 2-4 then walk through creation: the heavens raised without visible pillars, the sun and moon on their courses, mountains and rivers, and neighboring plots watered by the same water yet producing fruit of different taste. Verses 8-11 turn to Allah's knowledge of what every womb carries and of every hidden word, and verse 11 states that Allah does not change a people's condition until they change what is within themselves. The storm passage follows: lightning that brings fear and hope, heavy clouds, and thunder praising Him (verses 12-13). Verse 17 gives a parable of rain flooding riverbeds, where the foam is swept away and what benefits people stays in the ground, as a picture of falsehood and truth.
The second half describes people of understanding: those who keep their promises, maintain the ties Allah ordered to be kept, pray, give in secret and in public, and repel evil with good (verses 19-22). They will enter Paradise with righteous family members, greeted by angels at every gate (verses 23-24). Verse 28 says that it is in the remembrance of Allah that hearts find rest. The rest of the surah answers the demand for miracles (verses 27 and 31), reminds the Prophet Muhammad ﷺ that earlier messengers were mocked too (verse 32) and that his duty is to convey the message (verse 40), and closes with Allah as sufficient witness (verse 43).
Main themes
Signs in the heavens and the earth
The surah begins with the sky raised without pillars that can be seen, the sun and moon running to a set term, and the earth spread out with mountains and rivers. Verse 4 notes that gardens side by side, watered alike, still taste different, as a sign for people who use their reason.
Verses 2–4Change begins within
After describing how Allah knows everything hidden and how people are guarded by His command, verse 11 says He does not change a people's condition until they change what is in themselves. It is one of the most quoted verses about personal and collective responsibility.
Verses 8–11Thunder, lightning and the parable of foam
The storm gives the surah its name: lightning that stirs fear and hope, clouds heavy with rain, and thunder glorifying Allah. Verse 17 turns the flood into a parable, in which foam on the water and on molten metal disappears while what is useful remains.
Verses 12–17Qualities of people of understanding
Verses 19-22 list the traits of those who reflect: keeping covenants, joining what Allah has commanded to be joined, fearing the reckoning, patience, prayer, giving, and answering bad with good. Their reward is a home where they are joined by righteous parents, spouses and children.
Verses 19–24Rest for the heart
In the middle of a passage about demands for miracles, verse 28 describes believers whose hearts are at peace through the remembrance of Allah. The next verse promises them well-being and a good return.
Verses 27–29
Verses to know
He has a succession; before him and behind him, protecting him by Allah’s command. Allah does not change the condition of a people until they change what is within themselves. And if Allah wills any hardship for a people, there is no turning it back; and apart from Him they have no protector.
The statement that Allah does not change a people's condition until they change what is within themselves is among the most frequently cited verses of the Quran on responsibility and reform.
He sends down water from the sky, and riverbeds flow according to their capacity. The current carries swelling froth. And from what they heat in fire of ornaments or utensils comes a similar froth. Thus Allah exemplifies truth and falsehood. As for the froth, it is swept away, but what benefits the people remains in the ground. Thus Allah presents the analogies.
This parable of floodwater and foam is a vivid picture of how falsehood looks large for a while and then vanishes, while what is beneficial lasts.
Those who believe, and whose hearts find comfort in the remembrance of Allah. Surely, it is in the remembrance of Allah that hearts find comfort.
Its line about hearts finding comfort in the remembrance of Allah is one of the best-known verses of the Quran and is often shared for anxiety and stress.

Allah is He who raised the heavens without pillars that you can see, and then settled on the Throne. And He regulated the sun and the moon, each running for a specified period. He manages all affairs, and He explains the signs, that you may be certain of the meeting with your Lord.

And it is He who spread the earth, and placed in it mountains and rivers. And He placed in it two kinds of every fruit. He causes the night to overlap the day. In that are signs for people who reflect.

On earth are adjacent terrains, and gardens of vines, and crops, and date-palms, from the same root or from distinct roots, irrigated with the same water. We make some taste better than others. In that are proofs for people who reason.

Should you wonder—the real wonder is their saying: “When we have become dust, will we be in a new creation?” Those are they who defied their Lord. Those are they who will have yokes around their necks. Those are the inhabitants of the Fire, where they will remain forever.

To Him belongs the call to truth. Those they call upon besides Him do not respond to them with anything—except as someone who stretches his hands towards water, so that it may reach his mouth, but it does not reach it. The prayers of the unbelievers are only in vain.

Say, “Who is the Lord of the heavens and the earth?” Say, “Allah.” Say, “Have you taken besides Him protectors, who have no power to profit or harm even themselves?” Say, “Are the blind and the seeing equal? Or are darkness and light equal? Or have they assigned to Allah associates, who created the likes of His creation, so that the creations seemed to them alike?” Say, “Allah is the Creator of all things, and He is the One, the Irresistible.”

For those who respond to their Lord is the best. But as for those who do not respond to Him, even if they possessed everything on earth, and twice as much, they could not redeem themselves with it. Those will have the worst reckoning; and their home is Hell—a miserable destination.

Allahu yabsutu alrrizqa liman yashao wayaqdiru wafarihoo bialhayati alddunya wama alhayatu alddunya fee alakhirati illa mataAAun
Allah dispenses the provisions to whomever He wills, and restricts. And they delight in the worldly life; yet the worldly life, compared to the Hereafter, is only enjoyment.
- 27
Wayaqoolu allatheena kafaroo lawla onzila AAalayhi ayatun min rabbihi qul inna Allaha yudillu man yashao wayahdee ilayhi man anaba
Those who disbelieve say, “If only a miracle was sent down to him from his Lord.” Say, “Allah leads astray whomever He wills, and He guides to Himself whoever repents.”
- 28
Allatheena amanoo watatmainnu quloobuhum bithikri Allahi ala bithikri Allahi tatmainnu alquloobu
Those who believe, and whose hearts find comfort in the remembrance of Allah. Surely, it is in the remembrance of Allah that hearts find comfort.
- 29
Allatheena amanoo waAAamiloo alssalihati tooba lahum wahusnu maabin
For those who believe and do righteous deeds—for them is happiness and a beautiful return.
- 30
Kathalika arsalnaka fee ommatin qad khalat min qabliha omamun litatluwa AAalayhimu allathee awhayna ilayka wahum yakfuroona bialrrahmani qul huwa rabbee la ilaha illa huwa AAalayhi tawakkaltu wailayhi matabi
Thus We sent you among a community before which other communities have passed away, that you may recite to them what We revealed to you. Yet they deny the Benevolent One. Say, “He is my Lord; there is no god but He; in Him I trust, and to Him is my repentance.”
- 31

Even if there were a Quran, by which mountains could be set in motion, or by which the earth could be shattered, or by which the dead could be made to speak. In fact, every decision rests with Allah. Did the believers not give up and realize that had Allah willed, He would have guided all humanity? Disasters will continue to strike those who disbelieve, because of their deeds, or they fall near their homes, until Allah’s promise comes true. Allah never breaks a promise.
- 32
Walaqadi istuhzia birusulin min qablika faamlaytu lillatheena kafaroo thumma akhathtuhum fakayfa kana AAiqabi
Messengers before you were ridiculed, but I granted the disbelievers respite, and then I seized them. What a punishment it was!
- 33
Afaman huwa qaimun AAala kulli nafsin bima kasabat wajaAAaloo lillahi shurakaa qul sammoohum am tunabbioonahu bima la yaAAlamu fee alardi am bithahirin mina alqawli bal zuyyina lillatheena kafaroo makruhum wasuddoo AAani alssabeeli waman yudlili Allahu fama lahu min hadin
Is He who is watchful over the deeds of every soul? Yet they ascribe associates to Allah. Say, “Name them! Or are you informing Him of something on earth He does not know, or is it a show of words?” In fact, the scheming of those who disbelieve is made to appear good to them, and they are averted from the path. Whomever Allah misguides has no guide.
- 34
Lahum AAathabun fee alhayati alddunya walaAAathabu alakhirati ashaqqu wama lahum mina Allahi min waqin
There is for them torment in the worldly life, but the torment of the Hereafter is harsher. And they have no defender against Allah.
- 35
Mathalu aljannati allatee wuAAida almuttaqoona tajree min tahtiha alanharu okuluha daimun wathilluha tilka AAuqba allatheena ittaqaw waAAuqba alkafireena alnnaru
The likeness of the Garden promised to the righteous: rivers flowing beneath it; its food is perpetual, and so is its shade. Such is the sequel for those who guard against evil, but the sequel of the disbelievers is the Fire.
- 36
Waallatheena ataynahumu alkitaba yafrahoona bima onzila ilayka wamina alahzabi man yunkiru baAAdahu qul innama omirtu an aAAbuda Allaha wala oshrika bihi ilayhi adAAoo wailayhi maabi
Those to whom We gave the Scripture rejoice in what was revealed to you, while some factions reject parts of it. Say, “I am commanded to worship Allah, and to never associate anything with Him. To Him I invite, and to Him is my return.”
- 37
Wakathalika anzalnahu hukman AAarabiyyan walaini ittabaAAta ahwaahum baAAda ma jaaka mina alAAilmi ma laka mina Allahi min waliyyin wala waqin
Thus We revealed it an Arabic code of law. Were you to follow their desires, after the knowledge that has come to you, you would have neither ally nor defender against Allah.
- 38
Walaqad arsalna rusulan min qablika wajaAAalna lahum azwajan wathurriyyatan wama kana lirasoolin an yatiya biayatin illa biithni Allahi likulli ajalin kitabun
We sent messengers before you, and We assigned for them wives and offspring. No messenger could bring a sign except with the permission of Allah. For every era is a scripture.
- 39
Yamhoo Allahu ma yashao wayuthbitu waAAindahu ommu alkitabi
Allah abolishes whatever He wills, and He affirms. With Him is the source of the Scripture.
- 40
Wain ma nuriyannaka baAAda allathee naAAiduhum aw natawaffayannaka fainnama AAalayka albalaghu waAAalayna alhisabu
Whether We show you some of what We have promised them, or We cause you to die—your duty is to inform, and Ours is the reckoning.
- 41
Awalam yaraw anna natee alarda nanqusuha min atrafiha waAllahu yahkumu la muAAaqqiba lihukmihi wahuwa sareeAAu alhisabi
Do they not see how We deal with the earth, diminishing it at its edges? Allah judges; and nothing can hold back His judgment. And He is quick to settle accounts.
- 42
Waqad makara allatheena min qablihim falillahi almakru jameeAAan yaAAlamu ma taksibu kullu nafsin wasayaAAlamu alkuffaru liman AAuqba alddari
Those before them planned, but the entire plan is up to Allah. He knows what every soul earns. Those who disbelieve will know to whom the Ultimate Home is.
- 43
Wayaqoolu allatheena kafaroo lasta mursalan qul kafa biAllahi shaheedan baynee wabaynakum waman AAindahu AAilmu alkitabi
Those who disbelieve say, “You are not a messenger.” Say, “Allah is a sufficient witness between me and you, and whoever has knowledge of the Scripture.”
