What Surah Ash-Shura is about

Surah Ash-Shura is the 42nd surah of the Quran, a Meccan surah of 53 verses. Its name, "The Consultation", comes from verse 38, which describes believers as people whose affairs are settled by mutual consultation. It opens with two sets of disconnected letters, Ha Meem in verse 1 and Ayn Seen Qaf in verse 2.

The opening verses say that Allah inspires the Prophet ﷺ as He inspired those before him, and that the heavens nearly break apart while the angels glorify Him and ask forgiveness for those on earth (42:3-5). Verse 11 contains one of the Quran's clearest statements about Allah: there is nothing like Him, and He is the Hearing, the Seeing. Verse 13 says that the religion given to the Prophet ﷺ is the same one entrusted to Noah, Abraham, Moses and Jesus, with the instruction to uphold it and not split apart over it.

The middle verses speak of Allah's gentleness with His servants and the choice between the harvest of this world and the harvest of the Hereafter (42:19-20). Allah accepts repentance and pardons sins (42:25), and gives provision in measure, since unlimited wealth would lead people to transgress (42:27). Rain falls after people have lost hope (42:28), and ships sailing the sea are held up by winds that Allah could still at any moment (42:32-34).

Verses 36-43 describe the believers whose reward with Allah is better and more lasting: they rely on their Lord, avoid major sins, forgive when angry, pray, consult one another, give from what they have, and defend themselves when wronged, while pardon and patience are praised as even higher. The surah ends by explaining the three ways Allah speaks to human beings (42:51) and describing the revelation as a light by which He guides whom He wills (42:52-53).

Main themes

  1. There is nothing like Him

The surah stresses Allah's uniqueness and power over the heavens and earth. Verse 11 states that nothing is like Him while He hears and sees all, and verse 12 adds that He alone widens or restricts provision.

    Verses 1–12
  2. One religion for all the prophets

Verse 13 names Noah, Abraham, Moses, Jesus and the Prophet ﷺ as recipients of the same religion. Division came later, the surah says, out of rivalry after knowledge had arrived. The Prophet ﷺ is told to stay upright and to affirm every Book Allah has sent down.

    Verses 13–16
  3. Measured provision and pardon

Allah is gentle with His servants and accepts repentance. He sends provision in due measure because excess would lead people to wrongdoing, and while hardship can result from what people's own hands have done, He pardons much.

    Verses 19–34
  4. Qualities of the believers

A list of traits describes those whose reward is lasting: trust in Allah, avoiding major sins, forgiving when angry, establishing prayer, mutual consultation and generosity. The surah allows a proportionate response to wrongdoing but says that patience and forgiveness show true resolve.

    Verses 36–43
  5. How Allah speaks to people

Verse 51 explains that Allah communicates with human beings by inspiration, from behind a veil, or by sending a messenger. The revelation to the Prophet ﷺ is called a spirit and a light that guides to a straight path.

    Verses 51–53

Verses to know

Originator of the heavens and the earth. He made for you mates from among yourselves, and pairs of animals, by means of which He multiplies you. There is nothing like Him. He is the Hearing, the Seeing.
Ash-Shura 42:11

A foundational verse about Allah's nature: nothing resembles Him, yet He is the One who hears and sees. Scholars often cite it in discussions of Allah's attributes.

He prescribed for you the same religion He enjoined upon Noah, and what We inspired to you, and what We enjoined upon Abraham, and Moses, and Jesus: “You shall uphold the religion, and be not divided therein.” As for the idolaters, what you call them to is outrageous to them. Allah chooses to Himself whom He wills, and He guides to Himself whoever repents.
Ash-Shura 42:13

It names five prophets who were given the same religion and warns against dividing over it, which is why it is quoted on the unity of the prophets' message.

37And those who avoid major sins and indecencies; and if they become angry, they forgive. 38And those who respond to their Lord, and pray regularly, and conduct their affairs by mutual consultation, and give of what We have provided them.
Ash-Shura 42:37–38

Forgiving when angry, praying, and deciding by consultation are listed side by side as marks of believers. Verse 38 gives the surah its name.

But whoever endures patiently and forgives—that is a sign of real resolve.
Ash-Shura 42:43

After permitting a fair response to wrongs, the surah says that bearing it patiently and forgiving is a sign of real strength.

Thus He inspires you, and those before you—Allah the Almighty, the Wise.

  4. 4

Lahu ma fee alssamawati wama fee alardi wahuwa alAAaliyyu alAAatheemu

To Him belongs everything in the heavens and everything on earth. He is the Sublime, the Magnificent.

  5. 5

Takadu alssamawatu yatafattarna min fawqihinna waalmalaikatu yusabbihoona bihamdi rabbihim wayastaghfiroona liman fee alardi ala inna Allaha huwa alghafooru alrraheemu

The heavens above them almost burst apart, while the angels glorify the praises of their Lord, and ask forgiveness for those on earth. Allah is indeed the Forgiver, the Merciful.

  6. 6

Waallatheena ittakhathoo min doonihi awliyaa Allahu hafeethun AAalayhim wama anta AAalayhim biwakeelin

As for those who take masters other than Him: Allah is in charge of them, and you are not responsible for them.

  7. 7

Wakathalika awhayna ilayka quranan AAarabiyyan litunthira omma alqura waman hawlaha watunthira yawma aljamAAi la rayba feehi fareequn fee aljannati wafareequn fee alssaAAeeri

Thus We inspired you with an Arabic Quran, that you may warn the Central City and whoever is around it, and to warn of the Day of Assembly, of which there is no doubt; a group in the Garden, and a group in the Furnace.

  8. 8

Walaw shaa Allahu lajaAAalahum ommatan wahidatan walakin yudkhilu man yashao fee rahmatihi waalththalimoona ma lahum min waliyyin wala naseerin

Had Allah willed, He could have made them one community, but He admits into His mercy whomever He wills. As for the wrongdoers, they will have no protector and no savior.

  9. 9

Ami ittakhathoo min doonihi awliyaa faAllahu huwa alwaliyyu wahuwa yuhyee almawta wahuwa AAala kulli shayin qadeerun

Or have they adopted protectors besides Him? But Allah is the Protector, and He gives life to the dead, and He has power over all things.

  10. 10

Wama ikhtalaftum feehi min shayin fahukmuhu ila Allahi thalikumu Allahu rabbee AAalayhi tawakkaltu wailayhi oneebu

Whatever matter you differ about, its judgment rests with Allah. “Such is Allah, my Lord, in whom I trust, and unto Him I repent.”

  11. 11

Fatiru alssamawati waalardi jaAAala lakum min anfusikum azwajan wamina alanAAami azwajan yathraokum feehi laysa kamithlihi shayon wahuwa alssameeAAu albaseeru

Originator of the heavens and the earth. He made for you mates from among yourselves, and pairs of animals, by means of which He multiplies you. There is nothing like Him. He is the Hearing, the Seeing.

  12. 12

Lahu maqaleedu alssamawati waalardi yabsutu alrrizqa liman yashao wayaqdiru innahu bikulli shayin AAaleemun

To Him belongs absolute control of the heavens and the earth. He spreads the bounties to whomever He wills, or reduces it. He is aware of all things.

  13. 13

SharaAAa lakum mina alddeeni ma wassa bihi noohan waallathee awhayna ilayka wama wassayna bihi ibraheema wamoosa waAAeesa an aqeemoo alddeena wala tatafarraqoo feehi kabura AAala almushrikeena ma tadAAoohum ilayhi Allahu yajtabee ilayhi man yashao wayahdee ilayhi man yuneebu

  14. 14

Wama tafarraqoo illa min baAAdi ma jaahumu alAAilmu baghyan baynahum walawla kalimatun sabaqat min rabbika ila ajalin musamman laqudiya baynahum wainna allatheena oorithoo alkitaba min baAAdihim lafee shakkin minhu mureebin

They became divided only after knowledge came to them, out of resentment among themselves. Were it not for a predetermined decision from your Lord, judgment would have been pronounced between them. Indeed, those who were made to inherit the Book after them are in grave doubt about it.

  15. 15

Falithalika faodAAu waistaqim kama omirta wala tattabiAA ahwaahum waqul amantu bima anzala Allahu min kitabin waomirtu liaAAdila baynakum Allahu rabbuna warabbukum lana aAAmaluna walakum aAAmalukum la hujjata baynana wabaynakumu Allahu yajmaAAu baynana wailayhi almaseeru

To this go on inviting, and be upright as you were commanded, and do not follow their inclinations, and say, “I believe in whatever Book Allah has sent down, and I was commanded to judge between you equitably. Allah is our Lord and your Lord. We have our deeds, and you have your deeds. Let there be no quarrel between us and you. Allah will bring us together, and to Him is the ultimate return.”

  16. 16

Waallatheena yuhajjoona fee Allahi min baAAdi ma istujeeba lahu hujjatuhum dahidatun AAinda rabbihim waAAalayhim ghadabun walahum AAathabun shadeedun

As for those who dispute about Allah after having answered His call, their argument is invalid with their Lord; and upon them falls wrath; and a grievous torment awaits them.

  17. 17

Allahu allathee anzala alkitaba bialhaqqi waalmeezani wama yudreeka laAAalla alssaAAata qareebun

It is Allah who revealed the Book with the truth, and the Balance. And what will make you realize that perhaps the Hour is near?

  18. 18

YastaAAjilu biha allatheena la yuminoona biha waallatheena amanoo mushfiqoona minha wayaAAlamoona annaha alhaqqu ala inna allatheena yumaroona fee alssaAAati lafee dalalin baAAeedin

Those who do not believe in it seek to hasten it; but those who believe are apprehensive of it, and they know it to be the truth. Absolutely, those who question the Hour are in distant error.

  19. 19

Allahu lateefun biAAibadihi yarzuqu man yashao wahuwa alqawiyyu alAAazeezu

Allah is Kind towards His worshipers. He provides for whomever He wills. He is the Powerful, the Honorable.

  20. 20

Man kana yureedu hartha alakhirati nazid lahu fee harthihi waman kana yureedu hartha alddunya nutihi minha wama lahu fee alakhirati min naseebin

Whoever desires the harvest of the Hereafter, We increase for him his harvest; and whoever desires the harvest of this world, We give him thereof, and he has no share of the Hereafter.

  21. 21

Am lahum shurakao sharaAAoo lahum mina alddeeni ma lam yathan bihi Allahu walawla kalimatu alfasli laqudiya baynahum wainna alththalimeena lahum AAathabun aleemun

Or is it that they have partners who litigate for them religious laws never authorized by Allah? Were it not for the conclusive decision, it would have been settled between them. The wicked will have a painful punishment.

  22. 22

Tara alththalimeena mushfiqeena mimma kasaboo wahuwa waqiAAun bihim waallatheena amanoo waAAamiloo alssalihati fee rawdati aljannati lahum ma yashaoona AAinda rabbihim thalika huwa alfadlu alkabeeru

You will see the unjust terrified of what they have earned, and it will befall them. As for those who believe and do good deeds, they will be in the Meadows of the Gardens; they will have whatever they please in the presence of their Lord; that is the supreme blessing.

  23. 23

Thalika allathee yubashshiru Allahu AAibadahu allatheena amanoo waAAamiloo alssalihati qul la asalukum AAalayhi ajran illa almawaddata fee alqurba waman yaqtarif hasanatan nazid lahu feeha husnan inna Allaha ghafoorun shakoorun

That is the good news Allah gives to His servants who believe and do good deeds. Say, “I ask of you no wage for it, except affection among the near of kin.” Whoever does a good deed, We will increase its goodness for him. Allah is Forgiving and Appreciative.

  24. 24

Am yaqooloona iftara AAala Allahi kathiban fain yashai Allahu yakhtim AAala qalbika wayamhu Allahu albatila wayuhiqqu alhaqqa bikalimatihi innahu AAaleemun bithati alssudoori

Or do they say, “He forged a lie about Allah”? If Allah so willed, He could have sealed your heart. But Allah obliterates the false, and confirms the true by His words. He knows what is in the hearts.

  25. 25

Wahuwa allathee yaqbalu alttawbata AAan AAibadihi wayaAAfoo AAani alssayyiati wayaAAlamu ma tafAAaloona

It is He who accepts the repentance of His worshipers, and remits the sins, and knows what you do.

  26. 26

Wayastajeebu allatheena amanoo waAAamiloo alssalihati wayazeeduhum min fadlihi waalkafiroona lahum AAathabun shadeedun

And He answers those who believe and do good deeds, and He increases them of His grace. But the disbelievers will suffer a terrible punishment.

  27. 27

Walaw basata Allahu alrrizqa liAAibadihi labaghaw fee alardi walakin yunazzilu biqadarin ma yashao innahu biAAibadihi khabeerun baseerun

If Allah were to increase the provision to His servants, they would transgress on earth; but He sends down in precise measure whatever He wills. Surely, regarding His servants, He is Expert and Observant.

  28. 28

Wahuwa allathee yunazzilu alghaytha min baAAdi ma qanatoo wayanshuru rahmatahu wahuwa alwaliyyu alhameedu

It is He who brings down the rain after they have despaired, and unfolds His mercy. He is the Guardian, the Praised.

  29. 29

Wamin ayatihi khalqu alssamawati waalardi wama baththa feehima min dabbatin wahuwa AAala jamAAihim itha yashao qadeerun

And of His signs are the creation of the heavens and the earth, and the creatures He has spread throughout them; and He is Able to gather them at will.

  30. 30

Wama asabakum min museebatin fabima kasabat aydeekum wayaAAfoo AAan katheerin

Whatever misfortune befalls you, it is because of what your hands have earned; and yet He pardons much.

  31. 31

Wama antum bimuAAjizeena fee alardi wama lakum min dooni Allahi min waliyyin wala naseerin

You are not the ones to interfere on earth; and besides Allah, you have no ally, and no helper.

  32. 32

Wamin ayatihi aljawari fee albahri kaalaAAlami

And of His signs are the ships sailing the sea like flags.

  33. 33

In yasha yuskini alrreeha fayathlalna rawakida AAala thahrihi inna fee thalika laayatin likulli sabbarin shakoorin

If He willed, He could have stilled the winds, leaving them motionless on its surface. Surely in that are signs for every disciplined, grateful person.

  34. 34

Aw yoobiqhunna bima kasaboo wayaAAfu AAan katheerin

Or He could wreck them, because of what they have earned. And yet He pardons much.

  35. 35

WayaAAlama allatheena yujadiloona fee ayatina ma lahum min maheesin

Those who dispute Our signs know that there is no asylum for them.

  36. 36

Fama ooteetum min shayin famataAAu alhayati alddunya wama AAinda Allahi khayrun waabqa lillatheena amanoo waAAala rabbihim yatawakkaloona

Whatever thing you are given is only the provision of this life. But what Allah possesses is better and more lasting for those who believe and rely on their Lord.

  37. 37

Waallatheena yajtaniboona kabaira alithmi waalfawahisha waitha ma ghadiboo hum yaghfiroona

And those who avoid major sins and indecencies; and if they become angry, they forgive.

  38. 38

Waallatheena istajaboo lirabbihim waaqamoo alssalata waamruhum shoora baynahum wamimma razaqnahum yunfiqoona

And those who respond to their Lord, and pray regularly, and conduct their affairs by mutual consultation, and give of what We have provided them.

  39. 39

Waallatheena itha asabahumu albaghyu hum yantasiroona

And those who, when wronged, defend themselves.

  40. 40

Wajazao sayyiatin sayyiatun mithluha faman AAafa waaslaha faajruhu AAala Allahi innahu la yuhibbu alththalimeena

The repayment of a bad action is one equivalent to it. But whoever pardons and makes reconciliation, his reward lies with Allah. He does not love the unjust.

  41. 41

Walamani intasara baAAda thulmihi faolaika ma AAalayhim min sabeelin

As for those who retaliate after being wronged, there is no blame on them.

  42. 42

Innama alssabeelu AAala allatheena yathlimoona alnnasa wayabghoona fee alardi bighayri alhaqqi olaika lahum AAathabun aleemun

Blame lies on those who wrong people, and commit aggression in the land without right. These will have a painful punishment.

  43. 43

Walaman sabara waghafara inna thalika lamin AAazmi alomoori

But whoever endures patiently and forgives—that is a sign of real resolve.

  44. 44

Waman yudlili Allahu fama lahu min waliyyin min baAAdihi watara alththalimeena lamma raawoo alAAathaba yaqooloona hal ila maraddin min sabeelin

Whoever Allah leaves astray has no protector apart from Him. And you will see the transgressors, when they see the torment, saying, “Is there a way of going back?”

  45. 45

Watarahum yuAAradoona AAalayha khashiAAeena mina alththulli yanthuroona min tarfin khafiyyin waqala allatheena amanoo inna alkhasireena allatheena khasiroo anfusahum waahleehim yawma alqiyamati ala inna alththalimeena fee AAathabin muqeemin

And you will see them exposed to it, cowering from disgrace, looking with concealed eyes. Those who believed will say, “The losers are those who lost themselves and their families on the Day of Resurrection.” Indeed, the evildoers are in a lasting torment.

  46. 46

Wama kana lahum min awliyaa yansuroonahum min dooni Allahi waman yudlili Allahu fama lahu min sabeelin

They will have no allies to support them against Allah. Whomever Allah leaves astray has no way out.

  47. 47

Istajeeboo lirabbikum min qabli an yatiya yawmun la maradda lahu mina Allahi ma lakum min maljain yawmaithin wama lakum min nakeerin

Respond to your Lord before there comes from Allah a Day that cannot be turned back. You will have no refuge on that Day, and no possibility of denial.

  48. 48

Fain aAAradoo fama arsalnaka AAalayhim hafeethan in AAalayka illa albalaghu wainna itha athaqna alinsana minna rahmatan fariha biha wain tusibhum sayyiatun bima qaddamat aydeehim fainna alinsana kafoorun

But if they turn away—We did not send you as a guardian over them. Your only duty is communication. Whenever We let man taste mercy from Us, he rejoices in it; but when misfortune befalls them, as a consequence of what their hands have perpetrated, man turns blasphemous.

  49. 49

Lillahi mulku alssamawati waalardi yakhluqu ma yashao yahabu liman yashao inathan wayahabu liman yashao alththukoora

To Allah belongs the dominion of the heavens and the earth. He creates whatever He wills. He grants daughters to whomever He wills, and He grants sons to whomever He wills.

  50. 50

Aw yuzawwijuhum thukranan wainathan wayajAAalu man yashao AAaqeeman innahu AAaleemun qadeerun

Or He combines them together, males and females; and He renders whomever He wills sterile. He is Knowledgeable and Capable.

  51. 51

Wama kana libasharin an yukallimahu Allahu illa wahyan aw min warai hijabin aw yursila rasoolan fayoohiya biithnihi ma yashao innahu AAaliyyun hakeemun

It is not for any human that Allah should speak to him, except by inspiration, or from behind a veil, or by sending a messenger to reveal by His permission whatever He wills. He is All-High, All-Wise.

  52. 52

Wakathalika awhayna ilayka roohan min amrina ma kunta tadree ma alkitabu wala aleemanu walakin jaAAalnahu nooran nahdee bihi man nashao min AAibadina wainnaka latahdee ila siratin mustaqeemin

We thus inspired you spiritually, by Our command. You did not know what the Scripture is, nor what faith is, but We made it a light, with which We guide whomever We will of Our servants. You surely guide to a straight path.

  53. 53

Sirati Allahi allathee lahu ma fee alssamawati wama fee alardi ala ila Allahi taseeru alomooru

The path of Allah, to whom belongs everything in the heavens and everything on earth. Indeed, to Allah all matters revert.
